Energy Performance Certificate

Decree 235 / 2013: An Energy Performance Certificates (EPC) “Certificado de Eficiencia Energética (CEE)” is required if you are selling your property or renting your property for more than four months per year.

The government requires that from June 2013, all properties advertised for sale or for rent (rented for more than four months per year) to have an Energy Performance Certificate.

 

Energy Survey & Requirements

 

The energy survey to produce an EPC is performed by an architect who visits the property, measures the interior living space and examines key items such as insulation, boilers, double-glazing and so on. The architect then inputs the information into a software program which produces the properties energy efficiency rating.

The ratings are on a scale which ranges from "A" (the most efficient) to the most common rating of "G" (the least efficient). The property owner will have to pay for the survey, priced at 121€ (IVA included and regardless to build size).

The owner of a property advertised for sale or rent who does not hold an EPC may be fined. The European directive aims to increase energy efficiency in buildings and homes in order to protect the environment, and makes it compulsory for all new and existing homes which come onto the market, whether for sale or for rent, to have this certificate

It is a requirement of the marketing agent to make property owners aware of these new regulations and either arrange the EPC for them or provide them with details of how to obtain a EPC. This certificate shall be held on file by the agent and copies provided on request by persons or legal representatives interested in buying or renting the property. The EPC will also be required by the Notary on the day of completion when the property is sold and will form part of the new Escritura (Title Deeds).

A positive in obtaining this certificate is it provides beneficial supporting information to potential buyers regarding the dimensions, aspect, legality and energy efficiency of the property. The negative is it does incur a fee for a qualified architect to visit the property, conduct a survey and issue the certificates.

PROCEDURE by the Architect:

  • From their office they coordinate with you to make the inspection visit to your property. During the visit, the architect and engineer will collect the data that will serve to make the technical documentation. Measurements with laser, field data, ocular inspection, identification, exterior and interior photographic report of the building and other activities to comply with the efficiency certification.

  • They then draw the necessary plans and perform a detailed measurement of them. The measurements provide the basis for the preparation of the certificate, which will be complemented with the information of the real estate, building materials and thickness of the same hydrothermal behaviour. With this data, they calculate the energy efficiency of the building. The calculation is performed in their office using software officially recognized by the competent registration authorities.

  • The detailed proposal of alternatives for improving the building energy label and their economic value if applicable.

  • You will receive the Certificate and Registration signed by the Architect/Engineer via email 24-48hrs after the visit (if they have been supplied with all necessary paperwork), followed by the Registration Receipt 72hrs.

Whats is an Energy Performance Certificate?

Who can issue an EPC?

The EPCs are issued by qualified professional technicians or architects who are authorised to undertake building projects and thermal installations for buildings.

Yes. They have to visit the property to take measurements and collect information about the property before drawing up and certifying the report.

How much is the EPC cost?

The price is 121€ (inlcuding IVA), regardless of build size and is valid for 10 years. Please note it's worth seeing if your friends or neighbours need one too, as the architect will offer great discounts for combined visits.

How long does it take to obtain an EPC from the date of the survey?

As long as all the necessary paperwork has been provided, the EPC will be emailed to you 24-48hrs after the survey, followed by another 72hrs for the EPC to be registered.

How do I receive my EPC?

In order for the architect to be the most time efficient and competitive in price as possible, the EPC and Registration receipt is emailed to you and any other parties, such as to your solicitor or estate agent, by the architect. This allows you to save a copy and forward copies as many times as necessary rather than printing so many pages. It's also possible to request a hardcopy.

How long is the ECP valid for?

The certificate is valid for 10 years. This means owners will not have to obtain a new certificate during this period unless they renovate or change the property in any way. The EPC is passed on to the new property owners when sold and valid until it's original expiry date..

If I get a poor rating, am I obligated to make any improvements?

No, you are not obliged to make any improvements even if your property has a low rating.
 

Will a low rating effect the sale of my home?

You are free to sell your home. The only way it will affect a sale is how the rating influences the buyer.
 

At what point in the marketing process of my property do I need an EPC?

You will need an EPC before advertising for sale or rent. Fines can be applied if your property does not hold an EPC when being advertised for sale or rent.
